THE CHARGES THAT THE CIA conspired with Nicaraguan contras to introduce crack cocaine into black communities, raised last August by the San Jose Mercury News, have been widely criticized as inaccurate. But the uproar among African-Americans is so persistent that CIA Director John Deutch has agreed to attend a November town meeting in the Los Angeles community of Watts to answer questions from the crowd. Deutch, who has ordered an internal investigation of the allegations, has said there's no evidence the CIA encouraged drug peddling by the contrast With his visit to Watts, cleared by the White House, Deutch hopes to "show that he is genuinely interested in taking an honest and fair look at this," says a CIA official.
