By 1982, he was widely viewed as one of the most radical Catholic bishops in the world and was dubbed the "red bishop "

When it came time to retire in l982 he journeyed to Rome personally present his resignation to Pope John Paul II but was told the could not see him, because of his radicalism. So he returned to Mexico and sent his resignation through church channels. He saw this as a rejection by a brother bishop and, his friends would say, was hurt by the rejection.

Yet, he remained firmly a man of the church although sometime one of its strongest critics. Once when asked by a group of visiting American religious major superiors how long one should continue working within official church structures, he responded characteristically:

'We must never forget the church is our mother and if we do not

love her enough to be capable of realizing she is also a

prostitute, and work to better her, we are not worthy of her.'"
